That is a choice made by LTA. GoA 4 trains don't need drivers and can still operate safely.

I know GoA 4 trains is capable to driverless without staff, but then need staff to standby in case anything happens.

Operating safely is one thing. But reliability is another. 

So if driverless trains can't be as reliable as compared to when they are manned, then why driverless? 

The hot topic now is reliability. So that should be the top priority.

Also you can't compare CCL/NEL/DTL. They don't have above ground sections that serve passenger, everything is underground. its different for NSEWL. Weather is a factor, and then obstruction on track is also another factor. Operating unmanned operations on viaduct opens a whole new can of worms. You can't apply the same "safety" from Circle Line on to NSEWL.

Besides, our NSEWL trains weren't made to be unmanned in the first place.
