I shall answer your questions with more questions, and solutions for these answers.

1. Why does the 3rd Rail doesn't fail when rain, rains on it?
A) Because pure distilled water by itself is not a conductor.
B) The collector shoe still remains in contact with the third rail.
C) The water wouldn't be continuous all the way to ground, and the electricity won't be conducted to ground.
D) All of the above

2. What will happen when ATO fail? (Did you mean ATP or ATO?)
1) The train will skip stations.
2) The trains stays stuck there.
3) The driver will operate the train in coded manual.
4) It is extremely unlikely only the ATO by itself will fail.

3. Can (example) 3001 uncouple from 1001, 2001?

Between 2001 and 2002 is an auto Coupler, While Between 3001 1001 & 2001 Its all manually coupled. During an overhaul, They will auto "uncouple" Between 2001 & 2002 and den they manually uncouple the rest

From a technical point of view shall add in some pointers.

3rd rail conduction is just like overhead cables. Rain water itself is not enough to cause a shorting. It will simply slide off the rail. Water and moisture however, does cause contact problems when the shoes and (3rd) rail come in contact, as its a medium between these two conductors and cause inteference (just like a wet electric plug and a wall supply socket, it can cause a large surge of electric energy to jump the circuit breakers).

What may cause a bigger concern for the 3rd rail system is foreign matter (metal etc) on the rail itself, hindering proper electric collection by the current collector shoes of the train. Excessive carbon is one example.

About the couplers, it can be quite technical, but I would suggest you to look upon a wider perspective, given that;

all trains have same coupler height,
mainline (hereby NSEWL) trains have same coupler design and type, and
Motor Car 2 (M2) have an auto coupler on one side, meaning couple-upon-impact type.

It is hence technically possible for:

*"cross-coupling" of different types of trains (they may not work together though),
coupling of train's M2 with a DT (DT-M1-M2+DT-M1-M2) instead of a usual M2+M2 coupling method.

What is a permanent coupler? Not that it cannot be taken apart, but rather involving manual de-coupling (as said earlier by other members) involving the coupler components before the train can be taken apart. They cannot couple together upon impact.

*"Cross-coupling' of different train propulsion type and working together as a synchronised set is not new. Chopper trains are proven to be able to work with new VVVF Inverter trains, hence this capability based on technical area cannot be ruled out. Only problem lies in performance differences and software control.
