SINGAPORE - Lauding the Taipei metro system for its reliability, Transport Minister Khaw Boon Wan on Monday (May 30) urged rail operators SBS Transit and SMRT to emulate its example.

Mr Khaw cited the Taipei Rapid Transit Corporation's (TRTC) strong ownership of service reliability at all levels of the organisation, its timely maintenance and replacement of assets, as well as fast response to rail network problems as qualities to follow.

Speaking at a rail engineering forum, he said the Land Transport Authority (LTA) is working with the TRTC to attach staff from SBS and SMRT to its metro workshops to learn its asset maintenance practices and engineering improvements.

Khaw sets new goal for rail reliability

SINGAPORE — Setting a new “stretch target” for rail reliability, Transport Minister Khaw Boon Wan said MRT trains here will have to travel a mean distance of 800,000 train-km in between delays of more than five minutes by 2020.

This is up from the estimated 160,000 train-km reached in the first quarter of this year, and targeted 200,000 train-km for this year.

“My political mantra is to under-promise and over-deliver. That’s the wisest political mantra. But when organisations need to be transformed, I think we need to do the opposite: Set clear stretch targets, motivate the troop, aim high and work our butts (off),” said Mr Khaw, who is also the Coordinating Minister for Infrastructure.

SINGAPORE: As Singapore looks to improve its rail reliability, Transport Minister Khaw Boon Wan on Monday (May 30) urged local operators to emulate their Taipei counterpart.

Speaking at a forum, Mr Khaw challenged SMRT and SBS Transit to inculcate a strong engineering culture and exercise clear ownership for reliability excellence.

While the Hong Kong MTR has served as a good reference as Singapore benchmarks its rail reliability against the best in the world, Mr Khaw noted that there are other operators that have moved ahead.

Lauding the Taipei metro system for its reliability, Transport Minister Khaw Boon Wan yesterday urged rail operators SBS Transit and SMRT to emulate it.

Mr Khaw said the Taipei Rapid Transit Corporation's (TRTC) organisational structure, engineering excellence and the passion of its staff have allowed it to achieve remarkable train reliability.

He was sharing the findings of a study trip to Taipei two weeks ago, which was led by Land Transport Authority (LTA) chief executive Chew Men Leong.

ingapore's rail system has lost its "mojo" but it is working hard to regain its earlier standing, said Transport Minister Khaw Boon Wan yesterday.

It is measuring itself against the best in class, using Hong Kong as a good reference point, as announced earlier, and now also the Taipei metro system, he said.

Mr Khaw noted that rail staff from the Taipei Rapid Transit Corporation (TRTC) - which was incorporated in 1994 - had in its early years visited Singapore to study the MRT, which began operations in 1987.

Khaw blames distracted management for rail issues

SINGAPORE — In hard-hitting remarks about the state of Singapore’s rail reliability, Transport Minister Khaw Boon Wan said on Monday (May 30) that “complacency and certainly distracted management” led to the current state of affairs, as he outlined areas the rail operators need to shape up in.

At a forum on infrastructure maintenance on Monday, Mr Khaw set an “audacious” target for local transport operators SMRT and SBS Transit by 2020: The Taipei Rapid Transit Corporation’s (TRTC) scorecard of clocking 800,000 train-kilometres before hitting a delay that exceeds five minutes. The current performance of the two local rail operators in the first quarter of this year averages out to 160,000 train-km.

Pointing to how TRTC had studied Singapore’s rail network in its early years, Mr Khaw, who is also Coordinating Minister for Infrastructure, said: “We were then an exemplary MRT player and a subject of study. Unfortunately, maybe due to complacency and certainly distracted management attention, we lost our earlier mojo.

Can Singapore match Taipei's rail reliability?

Last month, Transport Minister Khaw Boon Wan set a lofty target for Singapore rail operators. He wants Singapore's rail network to achieve Taipei Metro's 2015 reliability standard of 800,000 train-km between disruptions.

The standard - matched by no other in the world - is six times better than Singapore's. Last year, our network achieved 133,000 train-km between breakdowns.

If that is not ambitious enough, Mr Khaw wants operators SMRT and SBS Transit to hit the target by 2020 - just four years from now.
