Railway stations' heritage conserved

SINGAPORE: The Singapore government has announced it would be keeping both the Tajong Pagar Railway Station and the Bukit Timah Railway Station because of their deep historical significance and to protect physical reminders of the country's rich heritage.

The Preservation of Monuments Board (PMB) is gazetting the Tanjong Pagar Railway Station as a national monument, while the Urban Redevelopment Authority (URA) is gazetting the Bukit Timah Railway Station as a conserved building.

The prime ministers of Singapore and Malaysia had announced at their retreat on May 24 last year that the Keretapi Tanah Melayu Berhad (KTMB) station would be relocated from Tanjong Pagar to the Woodlands Train Checkpoint (WTCP) by July 1 this year.

Both leaders also agreed that the Tanjong Pagar Railway Station passenger terminal building would be conserved, given its historical significance. They added that the old Bukit Timah Railway Station building at Blackmore Drive could also be conserved.

But the PMB has since decided to take another step, by turning the Tanjong Pagar Railway Station into Singapore's 64th national monument.

Director of Preservation of Monuments Board, Jean Wee, said: "When we talk about preservation, it's a step up from conservation when PMB actually issues specific guidelines to retain the building for its authenticity.

"Historically this was the new terminus that fulfilled the colonial vision of uniting seaborne and landborne traffic between the rich hinterland of Malaysia and Singapore.

"Architecturally, it has a neo-classical and art deco facade with very imposing war murals and a 72-foot-high vault ceiling which was very grand in its time when it opened in the early 1930s. For these reasons, the Preservation Monuments Board feels that it is meeting our criteria to be preserved as a national monument."

With the relocation of KTMB station from Tanjong Pagar to WTCP, both the Tanjong Pagar Railway Station and the Bukit Timah Railway Station will then cease to operate as KTMB railway facilities.

Trains no longer stop at the Bukit Timah Railway Station. But it is still a daily routine for the station master to give the green light to pass and to exchange that bag of key tokens. Such activities will become memories when operations there cease by July.

The station is located in a less urbanised area of Bukit Timah. But the station master, who has been working there for the last four years, said the place becomes abuzz during the weekends when many Singaporeans turn up to take photographs and some even conduct their own wedding photo shoots there.

One such enthusiast is 15-year-old Jeremy Tan. "I've made friends with the station master for about a year. Actually, I feel quite sad. Usually, I come here, about once a week, to take videos and photographs of the trains."

The Singapore Heritage Society has welcomed the news of keeping both structures. It hopes the government will impose strict controls to maintain the positive qualities of the stations. It says great care must also be taken to control the future adaptive re-use of both sites.

In a statement to queries from Channel NewsAsia, the Singapore Heritage Society said: "TPRS (Tanjong Pagar Railway Station) site is now badly compromised by the close proximity of the Keppel viaduct. The viaduct blocks views to and from the station, impinges on the station's scale and dignity, and is a source of added noise and air pollution.

"In future, if and when the port at the port area is progressively redeveloped for residential, commercial and recreational use, this viaduct could be removed, and perhaps converted into a tunnel if still needed.

"TPRS is a building of exceptional architectural and historical value, and great care must be taken to control its future adaptive re-use, including in terms of fittings, fixtures, technologies and artworks, both inside and outside the building. For BTRS (Bukit Timah Railway Station), it is similarly desirable to control development of the immediate surroundings, as well as the interior details."

The Singapore Heritage Society added that it is also concerned about what will happen to railway tracks and related lands. It is supporting the Nature Society's call to preserve the lands as nature corridors.

While the URA said detailed plans have yet to be worked out, this will be worked out with relevant agencies as part of the Concept Plan and Master Plan review processes.
