Downtown, Raffles Place, Marina Bay, Bayfront
The order of Downtown & Bayfront is correct. However, Marina Bay, despite not having an designated exit for MBLM, still possesses a shorter walking distance since MBLM is accessible via Marina Bay Residences. For Raffles Place, commuters will need to walk past a maze of exits and go via The Sail @ Marina Bay just to get to the mall.
ANSWER:
1st: Downtown
2nd: Marina Bay
3rd: Raffles Place
4th: Bayfront
EXPLANATION
Working out the walking distance via devising the shortest walking route from each of the 4 stations to MBLM:
1. Bayfront
Commuters will need to walk along the wooden boardwalk aligned along Marina Bay. In the process, they walk 250m South to Marina Bay City Gallery before making a right turn, and walking a further 200m to the underpass to MBLM at The Promontory.
TOTAL walking distance: 250 + 200m = 450m (4th)
2. Downtown
Walking distance NOT APPLICABLE. One of the station exits links directly to the mall.
TOTAL walking distance: N/A (1st)
3. Marina Bay
Upon exiting from Marina Bay, commuters walk 280m to Marina Bay Residences. They can access MBLM via an elevator located within the residences (this lift is for the general public, despite located within an apartment).
TOTAL walking distance: 280m (2nd)
4. Raffles Place
Commuters walk 150m from the concourse to Exit J of the station. From there they walk through The Sail @ Marina Bay and the Marina Bay Financial Centre, covering another 250m before they arrive at the mall.
TOTAL walking distance: 150 + 250m = 400m (3rd)

Clue: This station was the closest to Sentosa before HarbourFront Station opened in June 2003.

Even though the final station before HarbourFront is Outram Park, but that DOES NOT MEAN that Outram Park is CLOSEST to HarbourFront (Sentosa)!
Tiong Bahru is the closest to Sentosa, according to Wikipedia.
